The Internal Revenue Service (IRS) would like to get paid—and it’d help if the marijuana industry had access to banks like companies in other legal markets, an official with the federal department said. She also talked about unique issues related to federal tax deductions for cannabis businesses.
At an event hosted by UCLA’s Annual Tax Controversy Institute on Thursday, IRS’s Cassidy Collins talked about the “special type of collection challenge” that the agency faces when it comes to working with cannabis businesses while the product remains federally illegal.
While IRS isn’t taking a stand on federal marijuana policy, Collins said that the status quo leaves many cannabis businesses operating on a cash-only basis, creating complications for the agency, in part by making it harder for banks to “pay us.”
“The reason why [the marijuana industry is] cash intensive is twofold,” she said. “Number one, a lot of customers don’t want a paper trail showing that they’re buying marijuana, and number two, the hesitancy of banks to allow marijuana businesses to even bank with them.”
Of course, the reason why many financial institutions remain hesitant to take on cannabis companies as clients is because the plant is a strictly controlled substance under federal law.
“There’s been a number of legislative bills that have been introduced—and I am definitely not expressing any opinion personally or on behalf of the IRS about any pending or proposed legislation,” Collins, who is a senior counsel in the IRS Office of Chief Counsel, said. “But it is interesting to note that, if the law changed so that the marijuana businesses could have banks, that would make the IRS’s job to collect [taxes] a lot easier. As part of collection, we want the money. That’s our end goal there.”
A major part of what makes cannabis businesses unique is that they don’t qualify for traditional tax credits under an IRS code known as 280E. That policy “prohibits them from claiming deductions for business expenses because they’re technically being involved in drug trafficking,” Collins explained at the event, from which small excerpts of her comments were reported by Bloomberg.
There are some options available to lessen the burden on marijuana firms, however. At the end of the day, “IRS will work with marijuana companies because, again, we want to get paid,” Collins said.
One of the ways the agency works with marijuana business operators is to have them visit designated IRS “tax assistance centers” that accept cash payments in excess of $50,000. But the official warned businesses to “be prepared to be there for a little while” as the center checks—and double checks—the amount of cash being submitted.
“Revenue officers will assist the marijuana companies in paying us,” she said.
IRS officials could also help cannabis firms by having officials accompany them “to the bank in order to try to help the taxpayer secure a cashier’s payment to pay the IRS, as well as using money orders,” she said, adding that “our revenue officers are are wanting to work with the marijuana companies to help assist them to pay us.”
“When the revenue officers are there in person with the taxpayer, that could potentially help increase the likelihood that the bank will cooperate and help the taxpayer transition into a cashier’s check,” she continued. “And that has been a trend since this first became legal [at the state level], that more and more banks are allowing cannabis companies to bank with them.”
In a report published earlier this year, congressional researchers examined tax policies and restrictions for the marijuana industry—and how those could change if any number of federal reform bills are enacted.
IRS, for its part, said last month that it expects the cannabis market to continue to grow, and it offered some tips to businesses on staying compliant with taxes while the plant remains federally prohibited.
As it stands, banks and credit unions are operating under 2014 guidance from the Financial Crimes Enforcement Network (FinCEN) that lays out reporting requirements for those that choose to service the marijuana industry.
Leaders in both chambers of Congress are working on legalization bills to end federal marijuana prohibition. But stakeholders are hopeful that, in the interim, legislators will enact modest marijuana banking reform. Legislation to protect financial institutions from being penalized for working with cannabis businesses passed the House for the fifth time last month.
Rodney Hood, a board member of the National Credit Union Administration, wrote in a Marijuana Moment op-ed this month that legalization is an inevitability—and it makes the most sense for government agencies to get ahead of the policy change to resolve banking complications.
IRS separately hosted a forum in August dedicated to tax policy for marijuana businesses and cryptocurrency.
Earlier this year, IRS Commissioner Charles Rettig told Congress that the agency would “prefer” for state-legal marijuana businesses to be able to pay taxes electronically, as the current largely cash-based system under federal cannabis prohibition is onerous and presents risks to workers.
Former Treasury Secretary Steven Mnuchin said in 2019 that he’d like to see Congress approve legislation resolving the cannabis banking issue and he pointed to the fact that IRS has had to build “cash rooms” to deposit taxes from those businesses as an example of the problem.
IRS released updated guidance on tax policy for the marijuana industry last year, including instructions on how cannabis businesses that don’t have access to bank accounts can pay their tax bills using large amounts of cash.
The update appears to be responsive to a Treasury Department internal watchdog report that was released earlier in the year. The department’s inspector general for tax administration had criticized IRS for failing to adequately advise taxpayers in the marijuana industry about compliance with federal tax laws. And it directed the agency to “develop and publicize guidance specific to the marijuana industry.”

Don't let Obama expand the death tax
From Freedom Works:
While the country prepares for a night filled with fright, Obama and his cronies are proposing a regulation scary enough to reawaken the dead. If enacted, this new IRS regulation to strengthen the already oppressive death tax, forcing your children and grandchildren to pay more taxes to receive the inheritance you’ve worked so hard to give them.
Please don’t let that happen. Contact the Obama Administration right now. Tell them to stop this terrible regulation. Tell them to stop Obama’s death tax expansion today.
We’ve only got until Wednesday, November 2nd to stop this terrible regulation. And if you stay silent now, it will happen, forcing grieving families to pay more taxes to inherit their family’s farm or small business. So please, take 30 seconds and contact the Obama Administration right now. Tell them to stop Obama’s death tax expansion today.

Pressure the House Republicans to impeach IRS Commissioner John Koskinen
From Freedom Works:
Recently, the Republican Party adopted your call to impeach Obama’s crony IRS commissioner into the Republican Party platform. While historic, this is just talk. And talk is cheap. It’s time Republicans put up or shut up. They must force John Koskinen to pay for his crimes. That’s why I’m asking you to contact House Republicans today. Tell them it’s time to impeach John Koskinen.
House Republicans have put this off for far too long. Every day John Koskinen is at the IRS is another day conservatives must live in fear.
John Koskinen has broken multiple laws, multiple times. And I’ve had enough of it. He’s destroyed evidence. He’s lied under oath. He’s done all this to cover up Lois Lerner’s part in the IRS’ targeting of conservatives. This is unacceptable. Contact House Republicans right now. Tell them it’s time to impeach John Koskinen.

Major IRS scandal
From Judicial Watch:
New Revelations in Obama IRS Scandal
This week we revealed to the public more about the IRS’ historic abuse of power. We released 294 pages of FBI documents showing that top IRS officials in Washington, including Lois Lerner and Holly Paz, knew that the agency was specifically targeting “Tea Party” and other conservative organizations two full years before disclosing it to Congress and the public.
Lerner was director of the IRS Exempt Organizations Unit and Paz was the IRS Acting Director of Rulings and Agreements.
These so-called “302” documents – detailed narratives of FBI investigative interviews – fully confirm a report by the Treasury Inspector General for Tax Administration (TIGTA) in 2013 that said, “Senior IRS officials knew that agents were targeting conservative groups for special scrutiny as early as 2011.” Unsurprisingly, the Obama Justice Department and FBI “investigation” into the Obama IRS scandal resulted in no criminal charges.
Lerner did not reveal the targeting until May 2013 in response to a planted question at an American Bar Association conference. The new documents show that then-acting IRS Commissioner Steven Miller actually wrote Lerner’s response that falsely blamed the scandal on IRS low-level employees in Cincinnati: “They used names like Tea Party or Patriots and they selected cases simply because the applications had those names in the title. That was wrong, that was absolutely incorrect, insensitive, and inappropriate.”
The FBI documents also reveal that IRS officials stated that the agency was targeting conservative groups in the summer of 2011 because of their ideology and political affiliation. According to one senior tax law specialist, “The case seemed to be pulled because of the applicant’s political affiliation and screening is not supposed to occur that way … [Redacted] said he thought the cases were being pulled based upon political affiliations.” And IRS senior official Nancy Marks, appointed by Miller to conduct an internal investigation stated, “Cincinnati was categorizing cases based on name and ideology, not just activity.”
We obtained these documents through a federal court order in our Freedom of Information Act (FOIA) lawsuit (Judicial Watch v Department of Justice (No. 1:14-cv-01239)).
According to the FBI documents, Paz and others were informed in the late spring and summer of 2011 that Cincinnati agents were using “BOLO” (Be On the Look Out) briefing guides that instructed them to be “looking at cases using the Tea Party term.” The IRS failed to reveal such targeting until the ABA conference in May 2013:
•The FBI reports that in its interview with an unidentified IRS Senior Tax Law Specialist:
She read how the case was screened and it was not because of the organization’s activity. The case seemed to be pulled because of the applicant’s political affiliation and screening is not supposed to occur that way. She wanted to alert the managers about the way the cases were being pulled … [Redacted] said he thought the cases were being pulled based upon political affiliations. [Redacted] then went to tell [Redacted] said he would follow up on the issue and would let HOLLY PAZ know this was possibly occurring. This occurred in the mid to late March or April 2011 timeframe.
The cases were labeled as Tea Party cases. The screening sheets said the two cases were pulled because of the names and political affiliations.
•The FBI reports that in its interview with an unidentified IRS Technical Advisor who reported directly to Lerner:
[Redacted] attended a meeting in the summer of 2011. She was not invited, but she was talking to LERNER about something else in the office when LERNER mentioned that it would be interesting for her to attend … Only people from Washington, D.C. were in the room, to include HOLLY PAZ … At the meeting, it was disclosed that one of the ways Cincinnati was looking for cases was using the “Tea Party” term. They were calling the body of cases involving political activity “Tea Party” cases. The concern was that the IRS had put a label on the cases that would be problematic.
•The FBI reports that in its interview with an unidentified IRS Acting Manager of Exempt Organizations Technical(EOT):
In his meeting concerning the briefing in mid-June [2011] [Redacted] met with EOT and EOG [Exempt Organizations Group] staffs and PAZ…. They showed PAZ the briefing paper and the use of the Tea Party term. PAZ was the highest-ranking person at the meeting. Somebody said they may not want to use Tea Party as a labeling term. [Redacted] had recognized they may not want to use the term Tea Party when they were doing the briefing paper, but his plan was to raise the issue with PAZ at the briefing. He does not recall PAZ’s reaction.
According to a ten-page section of the documents containing FBI interviews with IRS Senior Technical Advisor Nancy Marks, in the spring of 2012, Miller asked Marks to “look into how these 501 (c)(4) cases were being handled and find out what the problems were.” After investigations in Washington and Cincinnati, Marks reported the following to Miller in May 2012, according to the FBI:
It was not until much later that MARKS saw information that [Redacted] was only looking for Tea Party cases…. The BOLO showed that at various points the criteria called for “Tea Party” name, and then later the ideology…. She told him [Miller, on May 3, 2012] that Cincinnati was categorizing cases based on name and ideology, not just activity. When MARKS told MILLER this, he threw his pencil across the room and said, “Oh shit.”
The FBI documents also reveal that the FBI investigated why Holly Paz sat in on numerous Treasury Inspector General for Tax Administration (TIGTA) interviews with lower level IRS employees and if her presence improperly influenced the employees’ responses to investigators’ questions. The documents repeatedly state, “Other than the auditors, the only person present during the [Redacted] interview was HOLLY PAZ.”
The documents contain two separate lengthy FBI interviews with Lois Lerner, the first in June 2013 and the second in October 2013. Both interviews came after Lerner invoked her Fifth Amendment constitutional right against self-incrimination before the House Oversight Committee in May 2013. By answering questions under oath in her FBI interviews, Lerner seemed to undermine her earlier Fifth Amendment-based refusal to testify to Congress, since witnesses generally cannot invoke the right in one instance and not another. The House voted to hold Lerner in contempt of Congress for her refusal to testify.
And the FBI 302 documents also contain an interview in which Miller reveals that former IRS Commissioner Douglas Shulman very likely misled Congress in his March 22, 2012, testimony before the House Ways and Means Committee when he said, “There is absolutely no targeting.” According to the FBI report on the Miller interview, “In February or March, MILLER talked to SHULMAN about the development letters.” The “development letters” were letters sent by the IRS primarily to targeted conservative groups seeking what the Treasury Inspector General for Tax Administration (TIGTA) later termed “inappropriate” information about websites and donors.
These documents show that the Obama FBI and Justice Department had plenty of evidence suggesting illegal targeting, perjury, and obstruction of justice. Both the FBI and Justice Department collaborated with the Lois Lerner and the IRS to try to prosecute and jail Barack Obama’s political opponents. These documents show the resulting compromised investigation looked the other way when it came to Obama’s IRS criminality.
Stay tuned, as we will receive more IRS scandal documents next week.

Obama administration declares war on its enemies
From Campaign For Liberty:
With the months ticking away in President Obama's final term in the Oval Office, the battle cry emerging from the White House right now is "DESTROY YOUR ENEMIES!"
Using every means at their disposal, the Obama administration is preparing to unleash a torrent of Big Government schemes.
Whether it's Campaign for Liberty's ongoing fight with the IRS, the fight over the U.S. Supreme Court -- or the rapidly approaching November elections -- the stakes couldn't be higher for our liberty movement.
But after a mid-year review of Campaign for Liberty's financial situation, I'm afraid I'm facing an enormous problem.
We can't put up much of a fight for the remainder of 2016.
Not without a serious and IMMEDIATE influx of funds. And even then, I am afraid serious choices must be made. But this is OUR Campaign for Liberty, not only mine.
That's why I've written a special Mid-Year Member Ballot for your review.
As Campaign for Liberty President Norm Singleton and I sketch out our final plans for the rest of 2016, I need you to please tell us where to focus.
But I have only until July 1st to make a final decision. So please act right away!
With so much on our plates it's a decision I don't want to make without hearing from you.
So please give me your opinion. It will only take a moment of your time.
And if you have already signed your ballot, please forward this to a family member or friend right now.
One of my very top concerns right now is the Supreme Court vacancy left with the passing of Justice Antonin Scalia.
While Justice Scalia sometimes failed the liberty movement on issues like privacy, he was an ally on many other core constitutional issues.
Not only that, but he stood as a bulwark against those who would use federal courts to reshape American society.
Now, with his passing, the statists can hardly contain their glee.
Should President Obama succeed in confirming his nominee, Merrick Garland, there could be no saving our remaining constitutional liberties:
*** The Fourth Amendment will be further eroded as government agents stick their nose into more aspects of your "private" life;
*** The Second Amendment could be "interpreted" out of existence;
*** First Amendment protections -- like those that ensure Campaign for Liberty can boldly speak out against BOTH parties' radical Big Government schemes -- could be all but DESTROYED;
*** New EPA regulations, handing government vast new tax and regulatory controls over individual citizens' private property, would be rubber-stamped.
In fact, the left-wing website Daily Kos brags, "We'd affect the fundamental direction of the Court not for a year or two but possibly for a generation."
So if you think STOPPING confirmation of any Justice who would tip the scales in the statists' favor should be Campaign for Liberty's top priority, please mark "OPTION #1: STOP PRESIDENT OBAMA'S SUPREME COURT TAKEOVER!" on your Mid-Year Member Ballot.
The second fight we are prioritizing this year is our ongoing fight with the IRS.
For more than two years now, I've fought the IRS's demands for the names, addresses, and other confidential personal information on select Campaign for Liberty contributors.
With the help of good folks like you, I've stood up to their attempts to cripple Campaign for Liberty with everything from legal threats to $10,000-a-day fines.
I did so for an important reason. They're UNCONSTITUTIONAL and they are flat-out wrong.
Forcing organizations like Campaign for Liberty to publicize donor information would have an incredibly chilling effect on political free speech.
Many liberty-loving Americans would silence themselves for fear of becoming targets of political retribution.
So when Campaign for Liberty's accountants and senior staff prepared our annual financial statements for submission to the IRS as required by law, I instructed our staff to REFUSE to comply with these unconstitutional IRS demands and leave off any identifying donor information.
As a 501(c)(4) organization, Campaign for Liberty contributor information is supposed to be confidential.
Now, after coming so close to passing Audit the Fed in the U.S. Senate -- and with our continued efforts to INCREASE Senate pressure by passing the bill through the House -- the situation with the IRS is getting more serious by the day.
Their goal is to wipe our liberty movement off the map as a political force this election year by draining us with expensive fines and sky-high court costs.
But not fighting back could allow President Obama's goons to go on a rampage against anyone they've identified as a political enemy.
So if you think standing up to the IRS's demands should be our number-one priority, please mark "OPTION #2: FIGHT BACK AGAINST THE IRS."
Our third big priority is, of course, Audit the Fed.
Please consider just how far we've come with Audit the Fed -- and how very close we are to finally EXPOSING the Federal Reserve's corruption and cronyism.
Name virtually anything you HATE about Washington, D.C. today -- from a government that's involved in every aspect of our lives, to boondoggles like ObamaCare, to never-ending military adventurism and you'll find the banksters at the Fed bankrolling it all.
When taxing and borrowing cash aren't enough to make ends meet, the Fed simply prints more money to pay the bills –– enabling a government that's bigger and more intrusive than Americans would ever accept if its cost weren't hidden through inflation.
The good news is, with the results of the presidential race, the establishment in Washington, D.C. is scared stiff.
They've seen the American people rising up against the status quo, and they're scared stiff for their political futures.
That's why, after falling only seven votes shy of passing Audit the Fed in the Senate this January, if you and I can possibly create another tidal wave of momentum, the result could be far different.
As I write you, Campaign for Liberty is working to force Audit the Fed back on the Senate's agenda by passing it through the U.S. House as we've done the last two Congresses.
If we succeed, we could be setting up a fall showdown over Audit the Fed in the Senate -- pushing this issue to the very forefront of the U.S. presidential race.
With nearly 75% of the American people in support of Audit the Fed, any senator who opposes Audit the Fed will do so at their own political peril.
With Donald Trump publicly pledging a Fed audit within the first 100 days of his presidency -- while Hillary Clinton remains silent on Audit the Fed while raking in campaign contributions from Federal Reserve employees, including a Fed Governor -- President Obama may sign Audit the Fed in order to protect Hillary's presidential campaign.
So if you think auditing the Federal Reserve should be Campaign for Liberty's top priority, please mark "OPTION #3: EXPOSE THE FEDERAL RESERVE!"
And finally, remember that 2016 is a critical election year as well (as if you could forget).
Frankly, the statists in BOTH parties in Washington, D.C. have had enough of our liberty movement.
After all, you and I have seen more than our share of successes.
Whether it's Audit the Fed, sounding the alarm over government spying, derailing the National Internet Sales Tax -- or blocking schemes to impose a National ID -- liberty movement allies are making their impact felt.
Not that long ago, I was the lone voice for constitutional government in Congress.
But today, with leaders like my son Senator Rand Paul (R-KY) and U.S. Reps. Justin Amash (R-MI-3) and Thomas Massie (R-KY-4) charting the path forward, the liberty movement continues to grow.
The bad news is, BOTH parties are gunning for us.
So you and I are going to have to FIGHT back like never before if we want to build the numbers it will take to ultimately restore liberty in America.
That means pulling out all the stops to EXPOSE statists' Big Government records by using every tool at our disposal, including email, social media, U.S. mail, grassroots mobilization, and even Internet and TV ads (if I can raise the resources).
A plan this big is not going to be cheap.
But I can't imagine waving the white flag and allowing the Big Government forces we've fought so hard against to steamroll us!
So if you think preparing for November should be Campaign for Liberty's top priority, please mark "OPTION #4: EXPOSE THE STATISTS IN NOVEMBER!" on your Mid-Year Member Ballot.
As you'll see, there are no easy choices.
Our country is on the brink, and I'm afraid the only way to bring it back is to fight harder than we ever have.
That's why, as you'll see, I've included one more option on your Member Ballot.
If you think C4L should fight on all four of these fronts and more, please click "OPTION #5: FIGHT EVERYWHERE! DON'T GIVE AN INCH!"
But please recognize how serious this is.
Without a massive influx of funds, I simply won't be able to even run a full program on any one of these critical battles through the rest of the year -– let alone all of them!
Fighting the statists everywhere will mean I simply must count on you to go above and beyond what you've done in the past.
That's why I simply must hear from you right away.
So can I please count on your most generous contribution of $30 TODAY?
I know that's a lot. I know it's more than you've done in the past.
But if $30 is just too much, please rush me your most generous contribution of $20 or at least $10 IMMEDIATELY!
With so much on the line, this could not be more serious.
So please return your Mid-Year Member Ballot to me right away, and tell me how to proceed.
For Liberty,
Dr. Ron Paul
Chairman
P.S. As you'll see, I've enclosed a special Campaign for Liberty Member Ballot with this letter.
I have only a few weeks to nail down Campaign for Liberty's most crucial plans for the rest of 2016, but I can't do that without hearing from you first.
So please fill out your Mid-Year Member Ballot and return it to me right away along with your most generous contribution of $30 , $20 or at least $10 at once!
And if you have already signed your ballot, please forward this to a family member or friend right now.

*** The Fourth Amendment will be further eroded as government agents stick their nose into more aspects of your "private" life;
*** The Second Amendment could be "interpreted" out of existence;
*** First Amendment protections -- like those that ensure Campaign for Liberty can boldly speak out against BOTH parties' radical Big Government schemes -- could be all but DESTROYED;

Thank the Congressman for starting the impeachment process against John Koskinen
From Freedom Works:
This week hasn’t been good for Obama and his cronies at the IRS. House conservatives took the first step on the path to impeaching IRS Commissioner John Koskinen and voted to protect you from being unfairly targeted by the IRS.
This happened because principled conservatives, like you, rose up and demanded Congress rein in the IRS. And true conservative congressmen like Jim Jordan, Tim Huelskamp, Barry Loudermilk, and Ron DeSantis fought to make sure this happened. Please, take :30s to thank these conservative champions by signing our special “thank you” card today.
In Washington, conservatives have few allies. And, that’s why it’s so important we say thank you to the men and women who stand up and fight for our values each and every day. Thank them right now by signing our special “thank you” card here.

Campaign For Liberty celebrates its eighth anniversity
From Campaign For Liberty:
Did you see the recently-released list of pro-liberty groups targeted by former IRS official Lois Lerner?
Among the groups on the IRS’s “hit list” were Campaign for Liberty state groups from Arkansas, Kentucky, Louisiana, Minnesota, Missouri, and Wyoming!
I hate to say it but this is hardly surprising.
Since our founding eight years ago, C4L has been repeatedly subjected to government harassment.
Just months after our founding, a taxpayer-funded “fusion center" released a report labeling Campaign for Liberty supporters as potential terrorists.
Our state leaders and activists have been subjected to persecution and intimidation from elected officials, bureaucrats, and their flunkies.
And the IRS even tried to force us to turn over the names and other personal information of some of our donors.
In one sense, this bullying and harassment of Campaign for Liberty is a compliment.
After all, if you and I weren’t effective in battle, statist politicians and bureaucrats would spend less time targeting us.
Of course, we refuse to give in to their tactics. Instead, every time some government agency or politician threatens us, our response is the same:
DOUBLE DOWN!
With Campaign for Liberty closer than ever to passing Audit the Fed, rolling back the Surveillance State, and stopping ObamaCare expansion and other state-level power grabs, we are more determined than ever to not cave in.
And I know you feel the same way.
The best way for you to tell the statists you will not give in, but will double down on the fight for liberty, is to sign your “Continue the R3VOLution” Pledge.
And then, if you can, please contribute $30 to ensure C4L has the resources to continue staving off the IRS and other federal attempts to silence us.
I know $30 is a lot to ask for. Perhaps even too much. But if you can stand with C4L and Dr. Paul by chipping in $20 or at least $10 right away, I hope you will.
This Special 8th Anniversary "Continue the R3VOLution" Pledge Drive is a way to not only celebrate Campaign for Liberty’s eight great years of hard victories won and noble defeats endured, but also to let Dr. Paul know you're on board to accomplish even more for the cause of liberty!
So please sign right away. You can also leave a personal message explaining why you fight for liberty for Dr. Paul and me to read.
In Liberty,
Norm Singleton
P.S. From the start, Campaign for Liberty has been taking flak from the statist politicians and their allies.
But as the saying goes, if you’re not taking flak, you’re not over the target.
Please make your special 8th Anniversary contribution today to help Campaign for Liberty stay on target to defeat statist schemes and pass Audit the Fed!

Pledge to support the House Freedom Caucus
From Freedom Works:
I can’t tell you how many times I’ve been asked this question, what do conservatives do now? And my answer is this; we must and always should focus on enacting bold conservative policies and supporting the congressmen who are fighting to do it. Conservative policies like repealing ObamaCare, stopping Common Core and impeaching Obama’s corrupt IRS Commissioner. If you agree, sign our pledge to support these conservative congressmen’s bold conservative agenda in 2016 and beyond.
Regardless of who becomes the next president, the most important thing is restoring the Constitution and advancing truly principled conservative solutions. And there are conservatives in Congress doing just that. They’re the House Freedom Caucus. But they can’t advance their conservative agenda alone. They need your help! That’s why I’m asking you to sign our pledge to support the House Freedom Caucus’ bold conservative agenda right now.

Help Campaign For Liberty stand up to the IRS
From Campaign For Liberty:
“DESTROY ALL ENEMIES.”
With time running out in the Obama presidency, I suspect that’s the secret battle cry emerging from the White House right now.
Today, with the April income tax deadline come and gone -- and flushed with more American tax dollars than ever before -- the Big Government goons at the IRS can set their sights back on their number-one priority this critical election year...
And that’s doing whatever they can to PUNISH organizations like Campaign for Liberty for refusing to hand over the names and confidential information on a handful of our supporters.
This is not a drill.
As Campaign for Liberty’s finances stand right now, I will have no choice but to surrender to President Obama’s IRS henchmen and shut Campaign for Liberty’s doors, should the legal threat I’m bracing for materialize.
That’s why I’m counting on your IMMEDIATE action.
According to our finance and legal departments, Campaign for Liberty must raise an emergency $75,000 by midnight on Thursday, April 28, to have the resources it'll take to fight back.
Can I count on your immediate contribution of $50 before the deadline to help me resist their attacks?
When the knock on the door comes, their demands will be for the names, addresses, and other confidential personal information on select Campaign for Liberty contributors.
For more than two years now -- with the support of good folks like you -- I’ve fought the IRS’s attempts to cripple Campaign for Liberty with everything from legal threats to $10,000-a-day fines.
But now, after coming so close to passing Audit the Fed in the U.S. Senate -- and our efforts to INCREASE Senate pressure by passing the bill through the House -- the situation with the IRS is getting more serious by the day.
I’m not sure I can hold them off much longer -- even with everything you and I have on the line in 2016.
After putting a majority of the Senate on record in support of Audit the Fed, the banksters, corporate lobbyists, social welfare bureaucrats, and big spending statists in BOTH parties in Washington, D.C. now understand we can’t be ignored. We’re just too “dangerous” to the survival of the racket they’ve created.
And I’m afraid they’re counting on the IRS to do their dirty work for them by targeting Campaign for Liberty for DESTRUCTION.
Make no mistake -- when they come for us, C4L will be in full financial crisis mode.
That’s why I need your IMMEDIATE action.
Will you chip in an emergency contribution of $50 to help me resist? Please make your contribution before Thursday's midnight deadline.
I know I’ve asked a lot of you lately.
But the last time they came for us, the initial fight devastated C4L to the tune of over $125,000.
Let me explain the stakes very clearly.
You see, just recently, Campaign for Liberty’s accountants and senior staff prepared our annual financial statements for submission to the IRS, as required by law.
Once again, I instructed our staff to REFUSE to comply with IRS demands and leave off any identifying donor information.
As a 501(c)(4) organization, Campaign for Liberty contributor information is supposed to be CONFIDENTIAL.
This is a critical protection I wholeheartedly support. Privacy and liberty go hand-in-hand. When Thomas Paine published his pamphlet Common Sense in 1776, he did so anonymously.
Forcing organizations like Campaign for Liberty to publicize donor information would have an incredibly chilling effect on political free speech.
Many liberty-loving Americans would silence themselves for fear of becoming targets of political retribution.
So there’s no way I would ever just hand this kind of information over to these government bureaucrats.
That’s just not an option.
After a case where the National Organization for Marriage complied with IRS demands and promptly saw their donor information publicized, the IRS has only occasionally attempted to “enforce” this rule...
... EXCEPT with Campaign for Liberty.
Twice now, after filing with the IRS and leaving off confidential donor information, we’ve received threatening letters from the IRS imposing outrageous daily fines that could have forced us to shut our doors within weeks.
In those cases, it took a firestorm of public opposition, led by good folks like you -- and the threat of our attorneys filing a federal case that could have ended up at the Supreme Court -- to force the IRS to finally back down.
But even in backing down, they refused to admit they were wrong, showing they fully intend to come after us again when the heat dies down.
Now, after C4L members and supporters forced the recent Senate vote on Audit the Fed -- proving how effective we can be -- I fear the pressure is on the IRS from ALL corners of the federal government, and its cronies, to come after us with everything they have.
And with the April income tax deadline passed, the IRS is free to turn its focus against its political enemies -- that means you and me.
So today I’m coming to you once more.
Can I count on your immediate contribution of $50 to help make sure Campaign for Liberty has the resources to fight back against the IRS?
The IRS is as corrupt as ever. Lois Lerner is STILL walking free -- even after revelations she used a fake email address under the name “Toby Miles” to hide how she was using her power to target pro-liberty groups.
Half-hearted attempts by Congress to force the IRS to stop targeting political enemies haven’t changed anything.
In fact, a recent audit by the non-partisan Government Accountability Office showed how internal IRS controls are skewed to justify targeting religious and political organizations.
It’s no accident!
Our government today views anyone who dares to stand up to them as an enemy.
With virtually unlimited government resources and slick Obama administrations' lawyers, the power the IRS wields is staggering.
Sure, their attacks on Campaign for Liberty and others are blatantly UNCONSTITUTIONAL. Sure, I have no doubt we could face them down in court.
But at what cost?
Campaign for Liberty is run on a shoestring budget. We don’t have millions lying around in the bank.
This fight is about draining our funds.
This is about forcing me to take resources off of other critical programs -- like Audit the Fed and our 2016 election year efforts -- just to keep our doors open.
Let me be clear. As C4L’s finances stand right now, I will have no choice but to surrender to President Obama’s IRS henchmen and shut Campaign for Liberty’s doors should this legal threat materialize.
When the IRS responds to our annual filing, either with an angry letter or a sneering agent at my door, I can’t wait around -- not without risking potentially hundreds of thousands of dollars in fines.
I asked for your advice in March. And your response was a resounding, “Stand up and Fight!”
I heard you, loud-and-clear.
But to continue the fight to pass Audit the Fed AND stand up to the IRS is simply impossible without an immediate influx of funds.
That’s why I’m counting on you to make your most generous contribution to my Emergency IRS Attack Money Bomb.
Please act quickly. As I mentioned, I need to be prepared the moment I hear back from the IRS.
If you understand the dire state of things today, I know you will at least consider going above and beyond what you’ve given in the past with a contribution of $50.
I know that’s a lot. But this is the IRS we’re talking about. This is not a game.
But if $50 is just too much, please agree to $25 or at least $10.
With the stakes getting higher every year, I have to ensure you have my back on this every year and every step of the way.
Without it, I could be sealing a horrific fate for Campaign for Liberty.
For Liberty,
Ron Paul
Chairman

Tell the House to impeach IRS Commissioner John Koskinen
From Freedom Works:
Ever since Obama appointed John Koskinen as IRS Commissioner, the IRS has gone from bad to worse. He’s allowed the culture of corruption to grow at the IRS. He’s worked tirelessly to cover up the IRS’s past scandals, and he’s lied under oath to do it. No matter how you look at it, John Koskinen’s tenure as IRS Commissioner has been a complete and utter disaster. Contact the House Republicans and tell them to impeach John Koskinen immediately.
The IRS is one of the most feared and powerful institutions of our government. And we cannot continue to allow this crook to continue running it. Members of the House Freedom Caucus are fighting tooth and nail to impeach Obama’s crony. But they can’t do it alone, they need the rest of the House Republicans to do it! So please, contact the House Republicans and tell them to impeach John Koskinen today.
Let’s get freedom working at the IRS again.

Impeach the IRS commissioner
From Freedom Works:
The House Freedom Caucus has just renewed the push to impeach Obama’s crony IRS Commissioner John Koskinen. Ever since Obama appointed him, the IRS has been plagued by scandals and corruption. He’s failed to clean up the IRS, he’s failed to protect your tax records, and he has failed you.
Congress has put this off for far too long. John Koskinen has got to go! Send the House Republicans a message today and tell them to impeach John Koskinen.
John Koskinen has covered up the IRS’s targeting of conservatives. He has lied under oath, he has lied to Congress, and he has lied to you. Well I’ve had enough of it, and I know you have too. That’s why I’m asking you to contact the House Republicans and demand that John Koskinen be impeached!
Together we can impeach John Koskinen.

Campaign For Liberty is gearing up for Audit The Fed among other things
From Campaign For Liberty:
This year’s “campaign for liberty” is in play for our toughest yet.
But your hard work is undeniably paying off.
Campaign for Liberty supporters like you are making a difference every day.
And I believe there’s never been a better opportunity for the liberty movement to make HUGE strides.
So Patriot, today I’m personally requesting your chip in a contribution before 11:59 PM tomorrow, December 31, to help me bring in the New Year with a Liberty Bang!
Please allow my staff, along with activists around the nation, to continue their work for freedom in America.
I’m depending on your continued support.
I know it’s a lot to ask around the holidays, but if you can, please contribute $40 , $30 , or $20 today.
Campaign for Liberty is gearing up for the following:
>>> 2016 kicks off with the Senate vote on Audit the Fed on January 12 (this is HUGE);
>>> President Obama is threatening gun control and a horde of other statist schemes via Executive Order if Congress won’t act;
>>> The IRS could be breathing down our neck once again;
>>> It’s a major Presidential election year, and auditing the Fed is a top issue for voters so it’s sure to be front-and-center through November 2016;
>>> Congress will soon be preparing to renew the FISA Amendments Act. FISA is the secret court that serves as a rubberstamp for the NSA.
As you can see, we have two opportunities to begin dismantling the surveillance state and restore the Fourth Amendment!
And these are only a tiny portion of what is in store for Campaign for Liberty in 2016.
That's why I need to know you'll continue standing with me in 2016.
A generous contribution before tomorrow’s deadline will show me you’re with me.
Chip in here:
Thank you SO much.
For Liberty,
Ron Paul

If you make a political contribution the IRS wants your social security number
From Freedom Works:
Right now, Obama and his corrupt IRS are proposing a regulation that would require you to give up your social security number when you donate to the causes you believe in. This regulation makes it easier for Obama and the IRS to target conservatives like you and me! We already know they're capable of it, the Lois Lerner IRS scandal confirms it. And now you've got a chance to stop it, before it begins. Send a message to Obama's corrupt IRS and tell them to keep your social security number private.
It's always been Obama's dream to have an America without conservatives. And this regulation is the first step to making Obama's dream a reality. And if we don't stop this, it could happen sooner than we ever thought possible. Send a message today and tell the IRS to keep your social security number private.
Let's keep freedom working, both now and in the future.
Adam Brandon
President & CEO, FreedomWorks
To keep the IRS honest I suggest you contact your Representative and Senators and let them know you are opposed to this latest stunt by the IRS. The more of us they hear from the better.

CISPA is back only know it is known as CISA
From Fight For The Future:
CISA: the dirty deal between government and corporate giants.
It's the dirty deal that lets much of government from the NSA to local police get your private data from your favorite websites and lets them use it without due process.
The government is proposing a massive bribe—they will give corporations immunity for breaking virtually any law if they do so while providing the NSA, DHS, DEA, and local police surveillance access to everyone's data in exchange for getting away with crimes, like fraud, money laundering, or illegal wiretapping.
Specifically it incentivizes companies to automatically and simultaneously transfer your data to the DHS, NSA, FBI, and local police with all of your personally-indentifying information by giving companies legal immunity (notwithstanding any law), and on top of that, you can't use the Freedom of Information Act to find out what has been shared.
The NSA and members of Congress want to pass a "cybersecurity" bill so badly, they’re using the recent hack of the Office of Personnel Management as justification for bringing CISA back up and rushing it through. In reality, the OPM hack just shows that the government has not been a good steward of sensitive data and they need to institute real security measures to fix their problems. The truth is that CISA could not have prevented
the OPM hack, and no Senator could explain how it could have. Congress and the NSA are using irrational hysteria to turn the Internet into a place where the government has overly broad, unchecked powers.
Why Faxes?
Since 2012, online and civil liberties groups and 30,000+ sites have driven more than 2.6 million emails and hundreds of thousands of calls, tweets and more to Congress opposing overly broad cybersecurity legislation. Congress has tried to pass CISA in one form or another 4 times, and they were beat back every time by people like you. It's clear Congress is completely out of touch with modern technology, so this week, as Congress rushes toward a vote on CISA, we are going to send them thousands of faxes, a technology from the 1980s that is hopefully antiquated enough for them to understand.
Sending a fax is super easy — you can use this page to send a fax. Any tweet with the hashtag #faxbigbrother will get turned into a fax to Congress too, so what are you waiting for? Click here

Support the Fair and Flat Tax bill
From Rand Paul 2016:
Elections are about contrasts.
While I am in this race to tear down the big government status quo by blowing up our tax code, the Republican establishment's hand-picked candidate believes in tip-toeing around the mess Barack Obama created.
You can't defeat the Washington Machine by tearing out a couple of pages of our over 70,000 page tax code.
You need to drive a stake through the heart of the IRS.
Will you stand with me in the fight to kick the IRS out of your life for good by adding your name to the "Fair and Flat Tax Now!" petition?
I've proposed the biggest and boldest tax cut in American history.
My 14.5% Fair and Flat Tax puts Washington on a diet and puts over $2 trillion back in Americans' pockets.
The establishment candidate's proposed plan contains a top rate of 28% and cements multiple tax brackets where my plan has only one low rate of 14.5%.
My plan ends corporate welfare by eliminating the giveaways in the tax code the well-connected use to game the system.
His plan allows the Washington Machine's pals to nest their corporate welfare in our tax code.
The Fair and Flat Tax I've proposed eliminates the workers' tax.
It goes to ZERO.
My establishment opponent's plan keeps FICA -- the largest tax many Americans pay -- in place.
Our party can't skirt around the edges of the status quo.
This is our best chance in a generation to deliver true conservative change to America.
The American people are searching for a candidate with bold proposals to take our country back.
Kicking the IRS out of the lives of everyday Americans is step one in defeating the Washington Machine.
My campaign has prepared a special video explaining how my Fair and Flat Tax plan will restore the American dream.
I hope you'll take a few moments to watch it and complete your "Fair and Flat Tax Now!" petition.
After you add your name, please chip in a contribution of $20.16 so my campaign can get this video in front of as many voters in the key early caucus and primary states as possible.

On Hillary and Iran
This is a sad time for America. The White House,FBI,NSA,IRS and State Department are controlled by the Democratic National Committee. The White House is politicalized, that is to be expected but the others are supposed to be neutral. These are the governmental organizations that Obama controls. The government bodies that he can't control,The House Of Representatives and The Senate,he does an end run around. Obama said he got the United Nations to ratify his bullshit deal with Iran. The United Nations?!! THE UNITED NATIONS !!! I fucking hate the United Nations. All the United Nations wants to do is take your dick or your gun away. Those are there only agendas they have: outlaw men and outlaw guns. Why the fuck would I want to help the UN? Congress is bullshit too, approving the Corker bill that severely handicaps their ability to add libertarian amendments to otherwise draconian bills so instead it's a up and down, approve all or none vote that the People don't want. The Iran deal is bullshit. Tell the Senate not to ratify this bullshit. The only ones celebrating this deal are the mullahs. Everyone else hates it. If you hate it too let your Senator know too. As far as Hillary is concerned, two inspector generals have submitted forms to Department Of Justice Criminal Investigations Department calling for them to investigate Hillary and her emails. Will the DOJ pick this up and run with it? Who knows. The only thing I can say is stay tuned.

Government persecutes Campaign For Liberty
From Campaign For Liberty:
I've been bracing for this for months now.
Recently, my attorneys informed me the IRS has launched a new attack on Campaign for Liberty.
The IRS is now demanding sensitive contributor information on C4L donors going all the way back to 2012!
I've instructed Campaign for Liberty staff to give them absolutely nothing until I hear from you.
This assault is flat-out UNCONSTITUTIONAL and illegal.
But I'm not naïve.
I know that more legal threats and hefty fines designed to cripple Campaign for Liberty – or even force us to shut our doors – are right around the corner.
And I don't think it's any accident this is happening right in the midst of our fights to finally audit the Federal Reserve and stop the NSA's out-of-control domestic spying schemes!
But the truth is, I have a decision to make - a critical decision that could affect Campaign for Liberty's very survival in the months ahead.
Do I fight on? Do I risk everything? Do I tell the statist IRS to go fly a kite?
Or should Campaign for Liberty just pay up, keep our head down, and hope this never happens again?
I'm afraid those are my only options.
That's why I urgently need your advice.
So, I've included a special "IRS Battle Survey" with this letter. Will you please fill it out, and return it to me right away?
The truth is, I must hear from you IMMEDIATELY.
Even after Campaign for Liberty members and supporters finally forced the IRS to back down during our standoff last year, I knew there would be more assaults in the works.
And as I warned you not long ago, my worry was they would try to weaken our liberty movement right in the midst of our most critical legislative efforts – right when it matters most!
Now – with congressional fights over NSA spying and the Federal Reserve smearing anyone who dares question their secrecy - it's happening.
What the IRS is demanding from Campaign for Liberty is contributor information on some of our top donors - pointing to a rarely enforced and unconstitutional bureaucratic rule.
As a 501(c)(4) organization under IRS law, all Campaign for Liberty contributor information is supposed to be confidential.
Many liberty-loving Americans would silence themselves for fear of becoming targets of political "retribution."
And after the Obama IRS was caught red-handed targeting pro-limited government groups for harassment and intimidation, these fears could not be more well-founded.
So there's no way I would ever just hand this kind of information over to these government bureaucrats.
That's not an option. Campaign for Liberty is prepared to lead this fight on behalf of all freedom-loving Americans. But I need you to tell me what to do. Please tell me how I should respond to this new IRS threat.
When we filed annual reports with the IRS as required by law, we refused to provide this information.
Now, the IRS is demanding this information – from all the way back in 2012!
But the truth is, the IRS has only occasionally sought to "enforce" their ridiculous rule.
And for good reason. Several years ago, the National Organization for Marriage complied with IRS demands and promptly saw their donor information publicized. The IRS was forced to pay a fine to the organization and issue a public apology.
I'm afraid the real reason they're coming after Campaign for Liberty is something far more sinister.
They know more Americans are beginning to agree with you and me.
They know our r3VOLution is growing stronger by the day.
Americans are fed up with BOTH parties' out-of-control spending, unconstitutional spying, backroom "deals," and weekly assaults on our remaining freedoms.
That's why Campaign for Liberty is being targeted.
That's why the statists in BOTH parties want so much to shut us up and shut us down.
I'm afraid without your support and advice today, they could very well get their wish.
I have no doubt if I took the IRS to court over its ridiculous demands, Campaign for Liberty would win, hands down.
But I'm afraid that's not what this is about.
Campaign for Liberty is run on a shoestring budget.
We don't have millions lying around in the bank.
This is about draining us.
This is about forcing me to take resources from other critical programs like Audit the Fed just to keep our doors open!
That's why I want so badly to just say "NO!"
But without an IMMEDIATE influx of funds, I'm afraid we'll be sitting ducks.
I just won't be able to pay for everything.
But the alternative could be worse.
Paying any fine the IRS levies and complying with the IRS' demands - just to exercise our rights as American citizens to petition our government – may be cheaper in the short run.
But it'll simply embolden the IRS and an alphabet soup of other federal agencies to come after us.
This is the price you pay for daring to stand up to a federal government that wants to keep taxing, spending, and printing every American into the poorhouse.
So what do I do?
Won't you please fill out your "IRS Battle Survey" right away?
I'm going to ask my staff to tally up the votes, and I will proceed as C4L's generous members and supporters tell me to.
The decision is in your hands.
But if you tell me to fight, please realize this is serious.
Any potential legal fight is going to take money - money Campaign for Liberty does not have lying around.
So I must ask you to agree to an emergency gift of $30 .
I know that's a lot. But this is the IRS we're talking about. This is not a game.
I have to ask all Campaign for Liberty supporters to go above and beyond what they've done in the past.
But if $30 is just too much, won't you please agree to $20 , or at least $10 ?
This is not something I can just put off. I need to hear from you right away. I'm anxiously awaiting your response.
Please fill out your "IRS Battle Survey" and agree to your most generous gift of $30 , $20 , or at least $10 TODAY.

The IRS scandal just got worse
So the Obama IRS wasn’t just persecuting right-leaning nonprofits — it was out to prosecute them, too. And with the help of the Obama Department of Justice and FBI.
Via Freedom of Information Act lawsuits, the watchdog group Judicial Watch just got evidence of the plot. A “DOJ Recap” on an Oct. 8, 2010 meeting tells how officials from the three agencies discussed “several possible theories to bring criminal charges under FEC law” against groups “posing” as tax-exempt nonprofits.
As part of the project, the IRS handed the FBI 21 computer disks with 1.23 million pages of confidential IRS returns from 113,000 nonprofit 501(c)(4) groups — nearly every 501(c)(4). This, though federal law generally bans the IRS from sharing such data.
The evidence shows “that the Obama IRS scandal is also an Obama DOJ and FBI scandal,” noted Judicial Watch President Tom Fitton. “The FBI and Justice Department worked with Lois Lerner and the IRS to concoct some reason to put President Obama’s opponents in jail before his re-election. And this abuse resulted in the FBI’s illegally obtaining confidential taxpayer information.”
The IRS scandal surfaced years ago — and for all the administration talk of a full investigation, this huge news is only surfacing now, and only thanks to Judicial Watch.
The news of FBI and Justice involvement in the IRS scandal makes the need for some special prosecutor to probe this mess even more obvious.
After all, as Judicial Watch’s Fitton asks: “How can the Justice Department and the FBI investigate the very scandal in which they are implicated?”

Get the IRS out of your life
From Rand2016:
Defeating the Washington Machine begins with tearing up the tax code and starting over.
This doesn't make me the most popular guy with the army of lawyers and lobbyists who game the system.
But I'm not running for their approval.
I'm in this race to take our government back.
That's why I'm proposing a $2 trillion dollar tax cut – the largest in American history.
My plan is simple, it's fair, and it cuts taxes for ALL Americans.
And it ends the workers tax: I will end the FICA payroll tax, the largest tax for many working Americans.
It goes to zero.
I hope you'll take a few moments to watch this special video my campaign prepared on my bold plan to drive a stake through the heart of the IRS and our entire 70,000 page tax code.
After you watch the video, please add your name to stand with me in the fight to get the IRS out of your life.
And once you sign your petition, please chip in a contribution of $20.16 so I can promote this plan through email, online and social media ads in the key early states.
In Liberty,
Rand Paul

Support The Due Process Guarantee
From Rand2016:
There is only one way to describe detaining a U.S. citizen indefinitely and denying them a trial by jury: Un-American.
If the federal government can arrest you, throw you in prison for years, and strip away your due process rights to prove your innocence, our Republic is sliding into dangerous territory.
That’s why I’m introducing – along with Senator Mike Lee and others - the Due Process Guarantee to the National Defense Authorization Act (NDAA).
This amendment blocks indefinite detention of American citizens without being charged and denying them a jury trial unless there is a vote in Congress.
Will you stand with me in the fight against indefinite detention?
I’m running for President to defeat the Washington Machine on EVERY front.
Just last week, you and I took a step toward restoring the Fourth Amendment in my filibuster to end illegal NSA spying.
But now, our Sixth Amendment rights to a speedy and public trial are threatened by the indefinite detention language in the NDAA.
Some of my colleagues will claim we should “trust the government” because this power will never be abused.
I REFUSE to trust President Obama where matters of Constitutional principle are at stake.
Not when the Director of National Intelligence lies to Congress about the existence of the NSA’s illegal spying program and still has a job.
And not when the IRS targeted Tea Party groups for political harassment.
I believe you and I were endowed by our Creator with inalienable rights.
And those include the right to be free from an Orwellian policy that allows the government to toss American citizens in prison while denying them the ability to prove their innocence.
This is a fight you and I can win.
In 2012, a conference committee killed an amendment the Senate passed stripping the indefinite detention language out of the NDAA.
But after hundreds of thousands of Americans stood with me in my showdown with President Obama over illegal NSA spying, you and I proved the grassroots turning up the heat can push our government toward protecting the Bill of Rights.
A vote could come as soon as this week.
So I’m counting on your support right away.
Please add your name to my fight against the Washington Machine’s attack on due process by signing your “STOP INDEFINITE DETENTION” petition right away.
After you sign your petition, please chip in a contribution of $20.16 to help me mobilize a movement to defeat the Washington Machine by standing for the Bill of Rights.
The Washington Machine hasn’t given up attacking our liberties.
It’s up to you and me to defend them.

Rand Paul
